Wigglets spawn in beach biomes, but it’s a bit unclear to understand what counts as a beach biome. Players on Reddit are reporting that Wigglets also spawn near lakes. This means that Wigglets are likely to only spawn near bodies of water. Since these biomes are so new, it’s a little hard to tell if this is 100% intentional or if all bodies of water are considered “beach” biomes.
